When you order the part, I believe there may be a diagram. I might be wrong about that but I did the replacement myself and although not pleasant, it was quite easy. The elastic part is essentially a rubberband. When you disasemble the toilet take note of how the skirt is attached and attach it the same way. It's really simple.
