Exactly right. I correct these when I come across them, but there are thousands of instances. As Bill Miller suggests, just try to ignore them and read them as a quote mark or inch symbol.
And by the way, another common occurence is  , which is the imperfect translation for "non-breaking space". It occurs when the original poster put two spaces in a row. Many of us do this between sentences - we were taught that way - and now it looks like heck.
