These are almost certainly vents. As the oven gets hot, a certain amount of heat soaks through the insulation. If that heat gets trapped, the area outside the insulation tends to get pretty warm. With an air vent at the bottom (which you can't see) and another at the top, the trapped heat is carried away by the air flow through the panel.
