I have a Harbor Freight 18-volt drill. Although it won't lift the trailer, it will lower the jacks all the way to the ground and plant them firmly, and crank them all the way back up.

Here' a secret. Get a wire brush and a can of no-residue spray lube - I use Boe-Shield (the stuff from Boeing) or the DuPont Teflon stuff from Lowes. Do not use oil, grease, or especially WD-40. Hold the brush against the threads of the jack as you spin it, once up and once down. This gets the road grit off the threads. Then spray the threads and crank it up and down once more. It cranks MUCH smoother and easier.
