Your photo doesn't make it entirely clear, but it looks like neither the cap nor the ring is actually broken - jut separated. If so, would it be dumb to suggest that a bit of glue might rejoin them? If the faucet is plastic (most of them are), there is a special epoxy made just for plastic. At that location, there is very little water pressure, so it might work.
