Ken -

For metal parts, JBWeld epoxy is a very good repair material. Remember, there is nearly no water pressure at the location of the ring and cap, since the spout just beyond it is an open-end pipe to the outside world (the sink). System water pressure never appears at this cap unless you somehow block the end of the spout.
