The aluminum bar/tube is attached to the side of the TM with a bolt (lag screw, actually). Just unscrew the lag screw, pull it out of the wall, out of the aluminum bar, and replace the entire assembly with the tube in the down position.

The whole assembly may have a pile of washers. Keep track of them, and replace them on the same side as they were removed from.
