I had a similar issue with the front shell, curb side aluminum locking bar. The bar would somehow move a small amount towards the curb and catch on the bag seal as the shell opened. That caused the aluminum bar to move up as the shell opened. And as Bill suggests, there is no way to get the bar back in the down position without removing the lag bolt.

It turns out my lag bolt was bent just enough to make the aluminum bar tilt towards the curb side and get caught in the bag seal.

In hindsight I think the lag bolt probably bent when the aluminum bar got stuck in the side of the shell as it was opened. The bar ended up parallel to the ground and the only remedy was to lower the shell just enough to free the bar.

Installing a new (straight) lag bolt solved my issue.
