The lamps themselves also have a switch on them, at least mine do. So if those switches are off, then the master switch on the vent will "appear" to have no effect when turning it on and off.
So flip the switch on one of the lamps and if it goes on, then the master vent switch is also on. If the switch on the lamp itself does nothing when you toggle it, then the master vent switch is probably off.
If nothing happens with flipping all of these switches, then the lamps might be blown but it is unlikely both are blown.
