Lost Rear Running Lights

We do not have weekday time available for this project so we will resume today, however, if we do not find the source of this failure, we might have to resort to purchasing some external running lights like those you would mount on a vehicle being towed.
Im not even sure where to go for these.
Can anyone tell me if you need to have the lights at the top of the shell by law or would the tail lights alone do the trick.

Thanks you so much for the schematic on the wiring!!

We are confident now that the problem is where the green wire leaves the tail light and starts back up to feed the running lights at the top of the shell.

We have power going into the tail light assembly but not when it leaves. The schematic helped us understand what we were looking at.

We are very glad that they haven't changed much since our TM is a '96.

We decided to order 2 new tail light assemblies and hope that will take care of the problem. They are pretty corroded.
We are very happy to find the problem in a place that was accessible rather than in the wall.
