No, this is not common. Can you describe the softness? In other words, does it feel shallow, as if the carpet or tile is lifting from the sub-floor? Or does it feel really deep, as if the entire floor structure is involved? The former would not be serious, and would be easily fixed. The latter would be more serious - though I have to admit I don't know how this could happen
