Chap is right. The second pair of numbers is intended to be the actual overall total length of the closed TM, from the most forward point (the hitch coupler) to the most rear point (most likely the back of the rear bumper).
The first pair of numbers is intended to represent the advertised length of an upright trailer with the same interior living space, as advertised by its manufacturer. That first number does not represent the physical length of anything, nor did it ever.
So your 3124 is 24 feet overall tip-to-tip length when closed, and when open has the same amount of interior space as an upright trailer that is advertised as a 31-foot model.
