Velcro strips question

Are the velcro strips in the back end of the camper the same as the strips in the front? In my 2619 picked up the back end of the camper where the bed is located there is not the heavy duty white vinyl like the front bed and the sides. It is pretty much just fabric velcroed down.

Is this the way it supposed to be?
