To perform a basic test on a solar panel (does it generate electricity?), you need to set it up in the sun. If your controller has a Charge indicator, hook the panel and the controller up to your battery and watch for a charge indication. A simpler way is to disconnect the panel from the battery, and use a simple voltmeter to check for the presence of 13-14VDC on the panel's electrical terminals.
You should also count the number of cells in the panel. There should be 36. If there are only 32, don't buy the panel. The lower number of cells is called a self-regulating panel, and it regulates by producing less voltage, which undercharges your battery.
The panel should have its voltage and power (watts) rating on its label.
