John - Welcome and congrats on your purchase!
That sounds like an unusual problem, but my guess is that when the unit gets folded, a wire is getting kinked somewhere, and in the process, some of the insulation has worn through to bare wire, and that bare wire is creating a short circuit with something, blowing the fuse.
It could be that the wire is shorting to the frame, which is the TM ground, but I bet instead there is a positive and negative wire getting shorted together. The prior owner's patch solution of pulling the fuse before folding works, but eventually, that wire(s) will short even when the camper is up, or it may even just break. So you need to find it.
The culprit wire(s) are of course on the circuit where the fuse blows, so find out what is on that circuit and then trace the wires. My guess is that it is among the wires on the driver's side that are zip-tied to the shell support arms. There are several potential kink points there, and so I would check that over very thoroughly. The fix might be as easy as putting some high quality (3M) electrical tape over the bare spot, but it might be bad enough that you have to cut out the worn out wire and splice it.
