Do you know if it has always been that way?
I would check the "torsion arm" part of the axle that mounts the wheel to the bar that goes from one side of the trailer to the other. This arm moves up and down as you are going down the road, so it is possible one is sitting in a different position at rest. Ordinarily, if weighted roughly the same, they should be in the same position. Measure the angle with respect to the bar that goes from one side of the trailer to the other, or measure the distance from it to the frame.
