I'm no LP expert and am not real familiar with the TM refer details, but the first two things that come to mind is giving the pilot orifice a light cleaning with a brush and making sure it is not blocked. After that replacing the device that says there is pilot light heat and it is OK to keep the pilot gas going -- I think it is called a thermo-coupler and they are usually inexpensive (at least for most household appliances). I've replaced this once or twice on some gas appliances at home.
Additional thought, if the Refer is very unlevel, the heat from the pilot may not be enough to keep heat sensor that supplies the pilot gas (thermo-coupler?) turned on.
