A few questions. Is yours a Suburban model? Can you read the model number? I think they still have the manual for our 3 gallon water heater on their website.
It sounds like you were at least able to light the pilot light?
Did you turn up the temperature enough to get "the whoosh" when the pilot light ignites the main burner?

We have the 3 gallon model, yours is probably similar to ours. We have no separate valve to let water into the heater. When you supply water via the pump or city water, and open up any hot water faucet, it will fill up. So it sounds like you are able to get water out of the hot water tap, but it's cold?
Note the temperature dial on the left, it must be turned somewhat clockwise to get the burner flame to ignite. You can tell when it comes on because it makes a loud whooshing noise and everything in the general vicinity gets very hot. Unless maybe there's a blockage between the hot water heater and the faucets? Or maybe the thermocoupler isn't working (I think that's what they call it). It could also be that the pilot light is misaligned somewhat.

I've read about people putting in a bypass valve to save water when it takes a while to get the hot water to the faucet, could be that you have one of those? I'm guessing here.
